REPORTING TO Chief Financial Officer

OVERALL PURPOSE & OBJECTIVE OF THIS POSITION:

As Procurement Manager you will be required to manage the purchasing function to ensure that the correct items are ordered properly and promptly using the appropriate company terms and conditions. Price, service and reliability must also be considered. Expediting, follow-ups, internal communication and the correct handling of paperwork are also important objectives.

CORE FUNCTIONS:

● Establish & maintain a safe work environment

● Review existing procurement procedures and suggest amendments. Implement process to streamline entire procurement function

● Developing and implementing purchasing strategies

● Collaborate with key persons to ensure clarity of the specifications and expectations of the company to ensure that all procured items meet the required quality standards and specifications

● Search and source potential suppliers and vendors

● Approve the ordering of necessary goods and services

● Assist and develop evaluation criteria

● Implement the formal use of the company's contracts

● Examine and test existing contracts

● Create Procurement Budget and ensure expenditure is within acceptable levels from budget

● Ensure tight control over Budget Holders and their staff in terms of all procurement and buying power limits

● Negotiate to obtain optimum prices from both Suppliers and Contractors at suitable service levels

● Negotiate annual and/or periodic contracts with Suppliers and Contractors applying appropriate and approved terms and conditions of Contracts and Tenders

● Discover profitable suppliers and initiate business and organization partnerships

● Promote BBBEE procurement and develop BBBEE suppliers

● Manage Supplier and Enterprise development initiatives

● Knowledge of inventory and stores management to assist the Stores Manager where possible with planning to ensure optimum levels and availability of Consumables, including spares

● Manage coal purchasing

● Ensure proper coal planning and delivery needs

● Ensure that all documentation is properly dealt with

● Ensure Team members are competent and productive

● Coordinates removal or disposal of scrap and surplus materials.

● Receive, check and authorise time sheets and ensure timeous submission to Payroll Dept

● Enforce discipline and ensure compliance with the company's Disciplinary Code

● Ensure company communications are accurately carried down to your Team

● Provide development plans, counselling, review feedback and identify training needs of direct reports

● Assist in the development of appropriate KPI s for your department and then report on them monthly

● Ensure relevant staff, especially Budget Holders are adequately trained in the procurement field

● Ensure the data integrity of the IT system

● In consultation with key Heads of Department, prepare annual Procurement Budget 

● Ensure good management of team members time and attendance

● Carry out Monthly Reporting, including: Variance reporting from Average Costs and explanation thereof when applicable, Expenditure, including a full breakdown thereof, Consumption reports for different Departments, Capex reports

● Actively participate and encourage good housekeeping, teamwork and upholding of superior standards and general maintenance in your plant

● Consistently demonstrate a “Whatever it Takes” attitude

● Be fully conversant with & adhere to general and plant safety regulations

● Be aware of and pursue the objectives of the Employee Equity Plan ● Develop & understand an in-depth knowledge of power plant operation and generation of electricity

● Constantly endeavour to improve the efficiency of the department and the service it provides

QUALIFICATIONS AND TECHNICAL SKILLS REQUIRED:

● Post Graduate Degree or Diploma in Procurement and Supply or Equivalent

● Professional Member of a relevant Procurement and Supply Institution e.g CIPS.

● Computer Literacy: MS Word, Excel, Outlook, Accpac or similar

● Knowledge of NEC contract suite highly desirable

EXPERIENCE REQUIRED:

● Minimum of 10 years experience as a Buyer in Procurement and Supply environment.

● Minimum of 5 years experience in a Supervisory position in Procurement and Supply environment.

● Experience in an engineering or power plant environment added advantage.

FUNDAMENTAL REQUIREMENTS:

● Proven track record in purchasing management

● Must have an assertive, tough and no-nonsense type personality

● Strong negotiator

● BBBEE purchasing compliance

● High ethics to ensure adherence to Corporate Governance

● Ability to build relationships

● Well developed communication skills

● Must constantly demonstrate a “whatever it takes” attitude

● Must have initiative and be able to work with minimum supervision

● Must be able to motivate and manage staff

● Must be able to work effectively with staff at all levels in the company
