Job Purpose:
To oversee the operation, maintenance, and optimization of utility systems and site facilities, ensuring uninterrupted support to production, cost-efficient resource utilization, compliance with safety and quality standards, and a safe, reliable, and sustainable site infrastructure. The role also includes responsibility for strategic facilities planning, contractor management, and driving continuous improvement across utilities and site services.
Job Key Outputs:
Utilities Management:
- Manage the operation and maintenance of all critical utilities including HVAC, electrical distribution, water systems, compressed air, steam, Plant equipment, boilers, chillers generators and UPS systems.
• Ensure utilities operate within validated parameters and regulatory requirements. • Develop and manage preventive and predictive maintenance programs to ensure maximum equipment uptime. • Monitor energy consumption and drive efficiency and sustainability initiatives. • Responsible for supply of all utilities and to maintain the plant equipment with minimum breakdowns. • Monitor system performance, identify inefficiencies, and implement optimization measures
Facilities & Building Maintenance:
- Ensure maintenance and compliance of all site buildings and infrastructure, including manufacturing areas, warehouses, offices, laboratories, amenities and external areas.
• Manage building infrastructure, office spaces, and facility-related services to ensure a safe, compliant, and efficient environment. • Conduct regular inspections of facilities to identify issues and plan corrective actions. • Oversee preventive and corrective civil, structural, plumbing, drainage, roofing and flooring maintenance. • Ensure fire detection, fire suppression, emergency exits, lighting and access control systems are compliant and operational. • Coordinate facilities activities to prevent adverse impact on GMP areas and production continuity. • Plan, organize and control engineering section and factory services to ensure production and factory objectives are met. • Ensure preventive / breakdown maintenance of utilities and production equipment is carried out as required and the records filed accordingly. • To co-ordinate and look after the plant and machinery upkeep and maintenance activities and to ensure continuous running of manufacturing equipment and utilities equipment. • To ensure facilities and buildings are maintained and are in a good state. • Participate in URS preparation, DQ, IQ, OQ and PQ for all the new equipment • Ensure all drawings are filed and updated according to the changes made to the facility and equipment
Compliance, Quality & Risk:
- Ensure compliance with cGMP, cGEP, OHS Act and applicable statutory requirements.
• Participate in audits and ensure timely closure of deviations, CAPAs and audit findings. • Support change controls, risk assessments and root cause investigations. • Ensure all Standard Operating Procedures (S.O.P's) are initiated, reviewed, approved and implemented as per the required process. • Review maintenance reports for compliance with the plant Preventive Maintenance Schedule and identify all deviations from the plan. If any deviations are observed, implement preventive action for the same. • Ensure that all Deviations, CAPA's, customer complaints and change controls are investigated and completed timeously according to S.O.Ps. • Ensure that Root Cause Analysis is performed according to S.O.P. to prevent recurrences of deviations, equipment failures, complaints, negative audit findings and failures/rejections • Ensure all the statutory inspections are carried out as per schedule. • Ensure review of manuals from equipment manufacturers for preparation of training modules, preventive maintenance schedules and inventory management of critical spare parts for respective equipment.
Contractor & Stakeholder Management:
- Manage and monitor contractors and service providers in line with site, safety and GMP requirements.
• Maintain service level agreements and contractor performance. • Responsible for running all activities related to section and creating a good interface with other departments. • Co-ordinate and ensure all contractors adhere to the site procedures relating to cGMP and safety. • Arrange and manage specialist contractors to perform specific tasks that fall outside the scope of internal resources, including evaluation of alternative key suppliers.
Leadership & People Management:
- Lead, coach and develop utilities and facilities personnel.
• Ensure training and competence in line with SOP and GMP requirements. • Support performance management and skills development.
Planning, Budgeting & Reporting:
- Develop and manage utilities and facilities budgets.
• Provide regular performance, risk and compliance reports. • Support CAPEX planning for infrastructure and utility upgrades. • Ensure all critical spares are available at all times in the Engineering Stores.

- National Diploma or Degree in Electrical/Mechanical/Industrial Engineering, Facilities Management or equivalent.
• Trade Test (Electrical/Mechanical/Millwright) advantageous • Government Certificate Competency (GCC) Factories advantageous or working towards attainment. • Professional registration with ECSA – advantageous. • Additional certifications in Facilities Management, Energy Management, or Project Management will be an asset. • At least 5- 7 years’ years’ proven experience in utilities, facilities, and engineering management within a manufacturing or pharmaceutical environment. • 3-5 years management or supervisory experience • Strong track record in managing large utility systems such as boilers, HVAC, purified water systems, compressed air, and waste treatment plants. • Demonstrated experience in contract management, supplier management, and facilities services (security, cleaning, waste). • Hands-on experience with preventive and predictive maintenance systems. • Proven financial management experience, including budgeting, forecasting, and cost control.
